How good is Victreebel with Magical Leaf in PvP?
Magical Leaf is a slight upgrade for Victreebel and allows it to reach Charged Moves faster. Victreebel is most comparable to Venusaur, although it's a slight step down due to its lower bulk and a weaker Fast Move. Look to evolve Victreebel so you can have both Magical Leaf and Razor Leaf variants in your collection.
Do I want Magical Leaf or Razor Leaf on my Victreebel?
Consider Razor Leaf for Victreebel with higher Attack IV's, and Magical Leaf for Victreebel with higher stat product. Your move choice may depend on your team and playstyle. In general, Magical Leaf Victreebel wants as good of an IV rank as possible to reach more Charged Moves, and Razor Leaf Victreebel wants some Attack IV's to increase its Fast Move pressure. Non-Shadow Victreebel should prefer Magical Leaf since Shadow Victreebel is the superior form for Razor Leaf.
